User Requirements

Assessment of the Needs of Key Stakeholders in REDD+

The “User Requirements” is an assessment of the needs of key stakeholder organization in implementing a national MRV system as recommended by the United Nations Framework Convention on Climate Change (UNFCCC). Its main objective is to identify the key stakeholders in REDD+ and review their policy drivers that can benefit from the REDDAF services and products. It also presents the key requirements for carbon accounting in the REDD+ process and assesses current working practices, capacity needs and training requirements. Furthermore, national norms and standards that the REDDAF products/services must comply to are also examined. The User Requirements analysis was carried out in both Cameroon and Central African Republic.

The main stakeholders of the REDD+ process in the Republic of Cameroon are the Ministry of Environment, Protection of Nature and Sustainable Development (MINEPDED) and the Ministry of Forestry and Wildlife (MINFOF). MINEPDED’s directorate of conservation hosts the UNFCCC focal point in its ecologic monitoring unit and is responsible for greenhouse gas reporting under the convention. The directorate of forestry in MINEPDED is responsible for issues related to forest monitoring and inventory. In Central African Republic, the Ministry of Environment and Ecology (MEE) hosts the UNFCCC REDD+ process and steers the REDD+ readiness process nationally.

Modest Capacity in Cameroon and CAR to Implement REDD+ MRV

The capacity to perform EO-based forest cover monitoring and inventory is very basic. There is an acute need to strengthen the capacity of these institutions at all levels to meet up with the demands of a REDD process. The capacity needs range from institutional and technical to human resource needs, for ex.:

  • Shortage of technical personnel
  • Lack of image processing software
  • Inadequate hardware
  • Absence of biophysical and socio-economic data
  • Lack of high resolution satellite imagery
  • Difficult access to available satellite imagery

National Norms & Standards are Inexistent

Presently, there are no specific national norms or standards which the REDDAF project activities must comply with. Consequently, the REDDAF services and norms are expected to comply with international standards as stipulated in the IPCC Good Practice Guidelines for AFOLU.

Main Components of REDDAF Service Architecture

The Service Architecture Requirements Work Package and activities aimed to identify the various technical, institutional and infrastructural requirements for the REDDAF project. This required defining the frame conditions for project activities; in the case of the REDDAF project development of services, this meant building an optimal trade-off between the REDD policy requirements, user needs and technology constraints.

Involvement of User Needs

Another key component presented comprises the protocols and procedures that the national Governments of Cameroon and CAR are following to implement national REDD programmes. REDDAF will involve the user communities in each country, and provide the responsible Ministries with the project results and information for review and endorsement before the results can be disseminated.

Technical Framework for Implementing R&D Activities and IPR

The REDDAF project addresses technical challenges of EO applications for forest mapping in the tropics; this forms the main R&D components and includes improvements in deforestation mapping, degradation mapping and direct biomass assessment. On the other hand REDDAF will also provide forest maps and forest change maps for demonstration sites for 1990, 2000 and 2010 in both countries. The important issue of Intellectual Property Rights (IPR) had also to be addressed in terms of identifying the main IPR aspects that affect project implementation.
